The Regional Planning Commission for Jefferson, Orleans, Plaquemines,
St. Bernard and St. Tammany Parishes
is a 26-member Commission of local elected
officials and citizen members, who represent the residents of
southeast Louisiana on regional issues.  The Commission is supported by a staff of
professionals with broad experience in a variety of areas including urban and regional
planning, community development, environmental planning, economic development,
governmental relations, landscape architecture, transportation, and geographic
information systems (GIS). The Regional Planning Commission also serves as the
metropolitan planning organization (MPO) for the southeast Louisiana region.

The RPC is the only forum in which the chief elected officials and community leaders of the five member-parishes
come together in partnership each month to discuss the Big Picture. The RPC provides a neutral venue to discuss
regional issues, but it is also a policy-making body where legally binding decisions regarding the development of
the entire region are made.

Purpose and Legal Mandate
As mandated by its enabling legislation, the RPC is the legal entity whose mission is to promote the general
welfare and prosperity of the entire region by harmonizing the activities of federal, state, parish, municipal and
other governmental agencies in the region.

The RPC was created in 1962 by the Louisiana state legislature and local governing body authorization. The RPC is
one of eight regional planning bodies in the state established to fulfill federal and state requirements for regional
comprehensive and economic development planning.  The RPC has the legal mandate and the regional
representation to continue in its leadership role as it works with this culturally rich and diverse community to
develop plans that will preserve, protect and develop the greater New Orleans region as we proceed into the new
millennium.
