Why Contact Us?
Once a site is enrolled in RPC's Brownfield Redevelopment Program, RPC develops a Scope of Work for either a
Phase I or Phase II environmental site assessment (ESA), which includes a description of the work to be
announced in the Times-Picayune newspaper and the Daily Journal of Commerce and on RPC's website at least 10
working days prior to the next Commission meeting (generally held on the second Tuesday of every month). RPC
also maintains a database of firms interested in Brownfield projects. If your firm would like to be included on this
list, please e-mail the following information to
brownfields@norpc.org:

    Name of Firm:
    Main Contact:
    E-mail:
    Phone Number:
    Fax Number:
    Mailing Address:
    Physical Address:
Name of Quality Assurance Officer: (required to receive Phase II ESA notices- must be different than main
    contact/ project manager)
DBE Certified?: (List certifying agency if applicable)

Qualified firms for Phase I ESAs will have the required experience and qualifications as outlined the investigations
and be familiar with the most current ASTM standard for Phase Is.  Firms applying for a Phase II ESA will be familiar
with EPA's requirements for Quality Assurance Project Plans (QAPP), will have someone on staff that has attended
QAPP training, and will note the name of their Quality Assurance Officer in responding to the RFQ. Other conditions
will be outlined in the scope of work. Applicants are encouraged to contact the Brownfield Coordinator at (504)
483-8500 with any questions.

Invoice Progress Evaluation Form:
Consultants are required to attach a Progress Evaluation Form to each invoices which includes a brief narrative of
the work performed during the invoice period. Invoices submitted and approved by the Brownfield Coordinator a
week or more before the next Regional Planning Commission meeting (second Tuesday of each month) will be
submitted for Commission approval at that meeting. Once the Commission approves the invoice, it is submitted to
EPA for payment. When payment is received from EPA, RPC cuts a check to the consultant for payment of the
invoice.
